Job Description

About the Department

The Investment Services Supervision Function is responsible for the authorisation and supervision of investment services licence holders and recognised persons. The Authorisation Team in particular is responsible for the processing of applications of entities proposing to carry out activities in terms of the Investment Services Act. The Investment Services Supervision Function is also involved in policy-related work.

The Funds Team is responsible for the supervision of collective investment schemes, fund managers, custodians and recognised persons. The team conducts both desk-based reviews through the review of financial documentation and data analysis, as well as supervision through onsite inspections

 

About the Role

The Team is responsible for supervising compliance with the Alternative Investment Fund Managers (AIFMD) and the Undertaking for the Collective Investment in Transferable Securities Directives (UCITS). The Team also provides technical assistance on policy-related matters in relation to local and revisions to existing and new EU legislation. Within this role, you will be expected to carry out the following tasks:

  • Act as a relationship manager for a portfolio of licence holders (funds, asset managers, depositaries and recognised persons), corresponding directly with these counterparties, reporting findings and resolving issues as they arise
  • Use judgment to identify high-risk cases and prioritising accordingly, escalating issues when necessary to senior management and the Enhanced Supervision Team;
  • Perform analytical reviews to observe the level of compliance by licence holders with the applicable regulatory standards and regulatory obligations emanating from the relevant EU directives;
  • Assume responsibility for record management and reporting to ESMA and other regulators;
  • Undertake reviews of financial regulatory returns, annual reports and audited financial statements and analyse other data/packs forming part of offsite supervision Communicate and liaise with licence holders and attend meetings as necessary
  • Take ownership of diary management in relation to offsite supervision and ensure prompt follow-up of regulatory returns which are not submitted when due and update Management Information in a timely manner
  • Attend and assist the Team on onsite interactions conducted on Licence Holders under the relationship allocation of the analyst; and
  • Undertake other supervisory tasks or projects as delegated by line management.

 

About You

We are looking for candidates with solid academic backgrounds in Law, Accountancy, Banking and Finance, Economics, Public Policy or in another related background, to increase the current pool of internal expertise in the Investment Services Supervision Function. Experience related to asset management and fund structures will be considered as an asset for this role.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

The candidate should possess the following skill set:

  • ability to multi-task and work on own initiative with minimum supervision;
  • be a self-motivated team player and able to adopt various roles within a team;
  • excellent verbal and communication skills;
  • ability to prioritise and deliver under pressure;
  • highly IT literate; and
  • sound analytical and judgemental skills compiling reports of a high standard.

You will also possess a minimum of three (3) years working in the area of financial services and/or compliance with financial services regulations for a number of years. Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications but have at least seven (7) years of relevant experience, we would still be interested in speaking with you.
